The Emergency Housing Voucher (EHV) program is available through the American Rescue Plan Act (ARPA). Through EHV, HUD is providing housing choice vouchers to local Public Housing Authorities (PHAs).

The Clearwater Housing Authority is limited to 29 emergency housing vouchers that will be issued to eligible families through a referral process only. Families must meet one of the following criteria that will be determined by the local Continuum of Care:

  • Homeless,
  • At risk of homelessness,
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or
  • Were recently homeless or have a high risk of housing instability

Clearwater Housing Authority (CHA) can only issue an EHV from eligible referrals received from the Continuum of Care partners. Those referrals will be families that have been assessed and are currently listed on a Coordinated Entry waitlist.
